Y papur yw’r fframwaith ymarferol cyntaf i’r maes\/gwladwriaethau\/sefydliadau eraill ei ddefnyddio i fesur pa mor aeddfed ydynt (ai peidio) o ran HIA. Mae’n tynnu sylw at y galluogwyr a’r rhwystrau a’r 4 cam allweddol o sefydliadu HIA, sef: eirioli, mabwysiadu, gweithredu ac yn olaf, sefydliadu.\u00a0Mae’r rhain wedi’u mapio yn erbyn ‘wal sefydliadu’ ymarferol sy’n cynnwys y gweithgareddau, y ffactorau a’r hwyluswyr hanfodol y mae eu hangen ar gyfer sefydliadu HIA.
